上午好!

首先, 我对“WTO与中国:北京国际论坛 (2008) ”圆桌会议的召开表示热烈的祝贺!对各位来宾的到来, 表示诚挚的欢迎!

“WTO与中国:北京国际论坛”已经连续成功举办了八届, 在北京成功应对中国加入世贸组织、促进世界了解北京、北京走向世界的过程中发挥了积极作用。

本届论坛圆桌会议以“全球化背景下中国高端产业发展之路——企业家与理论家的对话”为主题。在中国加入世界贸易组织7周年之际, 在总结改革开放30年经验, 进一步贯彻落实科学发展观, 实现经济又好又快发展的时代背景下, 探讨全球化背景下中国高端产业发展之路, 有利于中国转变经济发展模式, 实现高端突破, 再创新的经济奇迹。

改革开放30年, 我国高端产业发展取得了巨大成就。高端产业实现了由小到大的历史性转变, 已发展成为带动国民经济的重要支柱产业, 高端产业中的高技术产业2007年实现增加值1.9万亿元, 占GDP的7.8%;高新技术产品出口3478亿美元, 占全国出口总额的3 0%。我国已成为全球高技术产品的重要生产基地之一, 高技术制造业规模位居世界第二, 国际市场份额居全球第一。

我国高端产业之所以取得如此巨大的成就, 归纳起来主要有三个原因。改革开放是中国高端产业迅速发展的根本原因, 我们通过引进技术和利用外资实现了高端产业的迅速发展。建设国家高新区创造一个适应于高端产业发展的、局部优化的环境, 是中国高端产业迅速发展的基础。为科技型中小企业创新技术的研究开发提供必要的支持和服务, 是中国高端产业迅速发展的重要保障。

虽然我国高端产业发展取得了可喜的成绩, 但是我们还应看到存在的问题。其中最突出的问题是“大而不强”。中国本土企业的自主创新能力普遍不足, 核心竞争力较弱, 绝大部分的高技术企业还很难与国际巨头相抗衡。各地区在发展高端产业方面存在无序竞争的问题, 在一定程度上阻碍了高端产业的发展。此外, 还存在对外资的过度依赖问题, 我国高技术产业增加值中三资企业占2/3左右。

进一步促进高端产业发展, 需要借鉴其他国家在发展高端产业方面的经验和教训。要创造高效的激励机制, 始终保持强大的创新能力;要合理规划建设高端产业功能区, 推动高端产业聚集式发展;要提供高效优质的服务, 努力降低创业和营商成本。但是也要吸取他们的教训, 避免高端产业对国际环境的过度依赖, 增强抵御国际经济危机、金融危机的能力。

当前, 国际金融危机已经导致全球金融动荡、经济放缓, 部分国家的高端产业遭遇了巨大冲击, 我国高端产业发展也面临外部需求萎缩的挑战。但是, 我们在积极应对挑战的同时, 也要努力寻找国际金融危机给我国高端产业发展带来的机遇。

过去3 0年, 北京高端产业在全国走在前列, 它已成为国民经济的支柱产业。2007年, 北京高端产业实现增加值3 7 0 0多亿元人民币, 占全市G D P的4 0%, 对全市经济增长的贡献率达到了5 5%。北京高端产业发展的主要载体——北京六大高端产业功能区的特点是发展迅速, 特色鲜明。其中, 中关村科技园区已完成了从中国科研中心向中国创新中心的转化, 正向全球新兴创新中心迈进;北京经济技术开发区已发展成为中国高端制造业新城, 正向国际高端制造业新城转变。北京高端产业发展水平明显提升, 涌现出一大批处于国内外领先水平、具有自主知识产权的产品、技术和品牌。

值得关注的是, 北京高端产业的国际竞争力仍然不强, 制约高端产业发展的土地、水资源和能源的瓶颈约束依然存在, 国内外的竞争压力还在不断加剧。

目前, 我国高端产业正处于由大向强迈进的关键时期, 应在国际经济形势发生重大变化的过程中把握机遇, 把国内外复杂环境带来的压力变为动力, 实施区域和产业结合的梯度发展战略, 争取走出一条有中国特色的高端产业发展之路。希望各位来宾围绕本届圆桌会议的主题, 畅所欲言, 为北京高端产业发展建言献策。

在朝着期刊国际化方向发展的过程中,Frontiers系列期刊在提升学术质量、实现数字化出版、加强国内外合作及培养编辑人才等方面进行了积极的探索,现已经初步形成规模化出版、具备数字出版能力、有竞争力的英文期刊出版品牌,并使更多的中国学术文章进入了国际重要检索系统。

一、坚持以提升学术水平为核心,志在打造一流学术品牌

自2006年首批12种期刊创刊以来,Frontiers系列期刊就坚持以学术内容为核心竞争力,注重介绍各学科领域内最新的研究成果和前沿进展,旨在将该学科领域内的最优秀学术研究成果推向世界,同时提升中国学术界在世界的影响力。Frontiers系列期刊充分意识到学者学术地位与期刊定位的关系,积极行动,主动出击,邀请国际一流学者为刊物撰稿,针对热点问题,发表具有前瞻性的学术论点。在处理这些国际化稿件的过程中,不断与这些刊发与使用文章的学者、机构进行沟通与交流,Frontiers系列期刊在海外影响力迅速提升。一流学者的文章必将增加刊物的影响力,并在一定程度上使期刊文章的引文日趋国际化。例如,2007年物理卷上发表的一篇文章被美国密歇根州立大学国家超导回旋加速器实验室的“时间投影室”项目引用,并为其带来了约100万美元的项目资助。

提到期刊的国际化建设,就不可避免地要谈到SCI、Ei等一些国际上有重要影响的检索系统,它们严格的基于质量的选刊标准和过程,为期刊带来了一个相对公平和科学的竞争游戏规则。对于Frontiers系列期刊而言,其中的环境、数学和物理等三个期刊在创刊3~4年内即被SCI收录;计算机刊则在创刊一年后,被Ei Compendex数据库(即美国《工程索引》)收录为核心期刊;医学刊和蛋白质与细胞刊被国际权威的生物医学文摘库Medline收录。此外,还有多种期刊进入了其他国际重要的摘要和索引系统,如Chemical Abstracts、Zentralblatt MATH、CAB Abstracts、INSPEC等。能够被上述检索系统收录是对该刊物学术质量的高度认可,而由此带来的期刊可见度得到进一步提高。

二、实现在线投稿、在线出版,提供“一站式”数字化期刊出版服务

Frontiers系列英文期刊项目在努力提高期刊的学术品质的同时,还努力为学者提供了中英双语的在线投稿和在线出版的平台。学者可以通过投稿平台顺畅投稿,并可在线查阅稿件处理状态。同时,编辑可在系统中随时处理投稿、审稿等事宜,一旦稿件被接受后,经过编辑加工、生产后,就正式在线发布。

该在线出版平台可以PDF和HTML格式进行全文展现,能够为广大的科研人员、教师和学生提供期刊文章的目次、摘要及全文的内容,能够推荐反映前沿科研成果的文章,推送征稿信息,并提供最新的业界信息,还可以通过参考文献中的交叉引用链接(CrossRef)便捷连到第三方的数据。

Frontiers期刊项目是英文系列期刊,对文章的语言要求更高。在编辑加工方面,除了由具备专业素养的编辑进行深度加工外,还特别提供国际专业的语言润色服务,以保证文章的质量。在出版环节上,采用先进的XML排版和数字加工技术,有效提高对论文内容的精确索引和内容重用,为未来与国际第三方平台的数据交换提供了便利。

上述投稿和发布平台的建设大大提升了Frontiers系列期刊在海内外的影响力,同时还为我国各类英文学术期刊的在线出版提供合作机会,为提升国内期刊参与国际化资源的共建提供了途径。

三、加强合作,促进学术期刊在全球范围的宣传与推广

“建设一个代表中国一流学术水平的中外学术交流平台,以及一个国际性的学术期刊品牌”是Frontiers系列期刊项目的定位,在项目立项之初,就确定了走國际合作的道路,并选择了全球知名的学术出版商——德国施普林格(Springer)公司作为合作伙伴。采取由高教社承担学术期刊的出版环节,并负责学术期刊的国内销售与推广;施普林格公司负责开拓期刊的海外销售渠道及宣传推广的合作方式。 通过合作,系列期刊的文章可在SpringerLink这样的国际大型商业出版社的全文出版平台上刊发,使期刊的全文发行覆盖了国外的目标读者。同时,施普林格公司定期开展期刊宣传推广活动,借助其强大的全球市场推广和销售网络,也在一定程度上扩大了Frontiers系列期刊的影响。

在国内,Frontiers系列期刊也积极探索新型的合作模式,并得到了中国知网、万方数据等国内著名的第三方数字集成服务公司的大力支持,达成了开展元数据合作的协议。此举实现了期刊元数据内容在“中国知网”和“万方数据”系统上的集成,用户通过上述两个数据库的检索可以查阅系列刊物的摘要,大大方便了国内用户的集成检索。用户通过高教社的出版平台而不是上述两个数据库获取全文,这开创了国内期刊出版单位和第三方数字集成服务商的新型合作模式。

此外,Frontiers 学术期刊还和CALIS(中国高等教育文献保障系统)文理中心合作提供数字化服务,满足了国内高校学者阅读Frontiers期刊数据库的需要。Frontiers系列期刊在世界学术舞台上代表了中国的声音,更多地优先考虑发表国内和海外华人学者的优秀成果,国内高校师生通过阅读系列期刊刊物,便于他们将自己的成果通过刊物更好地传递到世界。此外,系列刊物的24个编委会分布在国内众多的高校,通过CALIS提供的数据库访问服务,也极大地方便他们提升刊物的学术质量。

四、大力加强编辑人才的培养

一个期刊,特别是向着国际化发展的期刊离不开对人才的培养。编辑的专业知识和素养、编辑加工能力以及国际化的眼光不可或缺。Frontiers期刊项目的定位必然要求编辑拥有上述的能力,为此,采取了“请进来与走出去相结合”的策略,积极开展国际的交流与合作。

所谓“请进来”包括定期外请一些业内知名,具备丰富编辑经验的外国专家来社内指导,在可能的情况下邀请他们与编辑部的编辑共事一段时间,在实践工作中全方位地帮助编辑提高各项素质:一方面从宏观上了解国际期刊出版的趋势,包括全球和区域学术研究的趋势,学术研究合作情况等。一方面在具体的编辑业务实践上,不断提高编辑加工质量,同时,也对如何提高期刊生产管理的效率进行研究与探讨……总之,要求编辑最终学会监控期刊的健康发展,并能够对学术期刊的经营制度提出切实可行的意见和意见。

而“走出去”,则包括鼓励编辑参加国内外的专业培训以及各种学术会议,要求编辑每年必须有选择地参加学科领域内的国际范围交流的学术会议,开拓国际视野。刊物也定期与本学科领域内的知名学术会议开展合作,定期与编辑部的合作单位进行交流,并开展内部定期的分专题培训等等。

世界关注中国的学术期刊出版,同样,中国也必须关注世界的期刊发展走向。Frontiers系列期刊作为一个自主的、民族的学术期刊品牌,经过几年的发展,已取得初步进展:如期刊学术质量逐年提升,数字出版能力不断加强,与国际的交流更加广泛,编辑人员的素质整体提升等。相信在国际化发展战略的指引下,系列期刊作为全面展示中国学术研究整体实力和综合水平的窗口,将发展成为真正的学术前沿阵地,将有更多科研人员的成果通过刊物广泛地传递到世界各地。

We are delighted to invite you to attend “2012 International conference of Analysis of unintended events in hospitals”, December 10, 2012 in Shihezi University, Xinjiang, China.Since the early nineties, many studies have been performed to examine the incidence of adverse events, with reported incidence rates ranging from 3 to 17% of all hospital admissions.A quarter to half of the adverse events was considered preventable.These studies have increased the sense of urgency to take effective countermeasures in order to improve patient safety in hospitals.Improvements can only be achieved if the interventions tackle the dominant under lying causes.When examining causal factors, not only adverse events but also other unintended events are informative.The theme of the meeting is “Analysis of

International Women’s Day was first honoured one hundred years ago in a handful of European countries.Since then, the celebrationhas become global, and much has been achieved.The2011 International Women’s Dayis an opportunity to celebrate achievements and mobilize against the challenges that remain.There is no room for complacency.Less than 40 percent of countries provide girls and boys with equal access to education.Had we reached gender parity in primary education in 2008, there would have been an additional 3.6 million girls in school.Disparities have increased at the secondary level in Africa over the last decade.Only 29 percent of

researchers in the world today are women.Two-thirds of the world’s 796 million illiterate adults are women.The impact is serious.Inequality costs lives in terms of child mortality.It

blights lives in terms of poverty and marginalization.And it slights lives in terms of opportunities for growth and development.Gender equality is a red thread weaving through all UNESCO activities to promote international cooperation in education, the sciences, culture, communication and information.We seek to promote basic human rightsin order to transform our societies and lay the foundations for equitable and sustainable human development.This year’s International Women’s Day is inspired by the theme of

‘Equal access to education, training and science and technology: Pathway to decent work for women.’ This goes to the heart of UNESCO’s mission.We work to strengthen the bridges between education, training, science and technology and the labour market in order to promote equal opportunity to decent employment.This starts early, with quality

education for all girls and young women from the primary to the tertiary level.It continues with vocational training and education for women who have not acquired basic skills.It proceeds with creating positive role models and career tracks – especially in such areas as science and technology.These goals guide UNESCO’s work in leading the Education for All initiative.They inspire our partnership with L’Oreal to promote women in scientific research.They explain our work in Pakistan to support income generation for women after the floods of 2010 and to increase literacy among women in Afghanistan.UNESCO is geared up to do much more – to work with official and private sector partners to provide system-wide policy support

二、工作中发现的问题:

1、科研氛围不浓,不愿上公开课,应付差事的现象比较严重。

2、论文的撰写不够积极,上学期每次论文的篇数都是刚刚达到上级要求的标准。

结合市教研室的文件精神,我校现状,关于新学年教学科研工作,我谈几点个人想法,与大家共勉,不到之处敬请指正。

推行“青蓝工程”:一个的成长,单兵作战,很难成长。为此,今年我们将实行骨干教师与年轻教师结对成长的活动,发挥骨干教师的模范作用。希望教研组长下去后初步拟定结对实施方案,与结对教师交流后,学校举行专门的仪式,改变年轻教师成长的自由化。

(3)(五月份)学生竞赛

以语文教研组为主,在校大力开展学生书法竞赛或作文竞赛以提高我校学生书写和写作水平,为学生汉语言能力的应用打下坚实的基础。

总之我校教学科研工作想要做好,肯定会很忙碌,但忙碌的同时我们也会有很多的收获,尤其对青年教师的成长是很有利的,我们至少要将我们学校的课拿得出去,拿得出手。老师们,我们所从事的教育事业是一项充满智慧的事业,一所学校是我们教师实现自身价值的场所,学校的发展依赖我校在座的一班人和全体老师的共同追求。我坚信:只要通过我们在座各位和全体老师们的共同努力,我校教科研工作定能在平凡的工作中干出不平凡的成绩。

尊敬的各位领导、各位同事:

大家好!今天,能和这么多优秀的兄弟公司同事相聚,分享工作中的快乐并有此发言的机会,我倍感荣幸。首先,非常感谢公司领导能为我提供这次学习、交流的机会。

我所就职的物资公司进出口部从事的是工程物资的外贸出口业务。对口的兄弟单位是兴安基柬埔寨上丁湄公河大桥项目。接下来我简单介绍一下我们部门的工作流程呢,大致就是项目部需要的工程物资,作为一名80后,我想从我自身出发讲讲我对于80后的一些看法 整体上来讲,“80后”给我的感觉是:新鲜、开放、注重自我感受。

一、为什么新鲜?有两个层面:

1.希望自己成为一个新鲜人,希望自己是一个领先潮流的人,能够在人群里面引起注意

2.希望学习最新的技术,去做最不可思议的 创新。

二、开放:不像“60后”、“70后”的人,在家庭和学校教育过程当中有很多价值观的输入,“80后”的成长环境中,家庭、社会对他们的意见很尊重,他们接受信息的方式很开放,这一代人的心态也更开放。

三、注重自我感受:很多“80后”员工选择工作时的判断标准是:工作的环境是不是好玩?能不能让我高兴?

“80后”给我的感觉是:敏锐、敏感、敏捷。

一、敏锐。“80后”出生时已经进入信息化时代,他们对信息、知识,包括新技术、新的科技的感觉都非常敏锐。

二、敏感。他们没有兄弟姐妹,所以有一种非常自我的意识。这种自我意识在一个组织环境里很容易变得脆弱。如果组织不认可个人意识,他就会变得非常敏感。

三、敏捷。体现在两个方面:1.?做事情的时候可以不顾周围人的感受,怎么痛快怎么来;2.?如果感觉到工作不好的时候,跳槽也很“敏捷”

我司路宣良总经理对于80后员工的发展非常重视,其最推崇的优秀品质就是爱岗敬业,我非常认同他的这一观点,在不远的将来,80后将是企业的中流砥柱,企业的发展与我们自身的进步息息相关。“80后”的缺点和优点一样突出,与我们的前辈比起来我们缺乏为企业奉献与牺牲的精神,在工作中应多向我们的前辈老师傅学习,他们事事以大局为重,不计得失,爱岗敬业,与三航局同发展,共进退,虽说现在的社会,物欲横流,拜金主义横行,单我们的精神世界不能贫瘠,爱岗敬业的精神不能摒弃,为企业能够走向更宽广的未来添砖加瓦,谢谢!

总结如下:

一、公司人力资源管理体系的完善

1、公司管理制度体系的完善。我们深知严谨规范的管理对一个公司的生存和发展具有极其重要的意义,所以总经办和人力部一直致力于建立完善的公司内部管理体系。具体而言,修订了二套内部基础管理的规范性文件——《员工手册》、《费用管理制度》。其中《员工手册》前后经过多次修改、完善,现已全部统一汇编整理完毕,已开始执行;公司的各部门《部门管理手册》组织拟订也接近尾声。

2、各部门岗位定责定编。人力部不断依据员工工作实际情况和工作重点,有针对性地对各部门的定员定编进行适当的调整,以期使公司的人员与岗位设置情况达到最佳的配置,最大可能地发挥每一个职能部门和员工的作用。

3、人力部自身规范管理体系的建立工作。

修订完善《人力部管理手册》,并在公司领导的支持下成功地实施了新的考勤制度及培训制度。结合《员工手册》,制定了公司《表格模板》,现正在进一步调整和完善过程中。

二、公司人员招聘工作

XX年是公司快速发展的一年,也是公司人员招聘工作任务繁重的一年。在这一年里,公司的空缺岗位多,人员需求多,部门经理要求员工到岗时间紧迫,故人力部在全年的招聘工作中花费了较多的时间和精力。共面试各类人才逾百人次,XX年入职员工16位,分布于公司7个部门,目前公司人员规模已达到70余人。

三、员工的培训工作

公司员工的培训和培养工作,对公司未来的发展起着重要的作用,人才的选育留用也是人力部的重点工作之一。

公司持续开展针对性强的专业培训,如:《传感器的安装》、《专利基础知识及技术交流》、《软件开发》;以及提高自身管理类培训《将管理进行到底》、《国学与沟通》,旨在将新的知识、理解或技能实际运用在工作上,并通过不断尝试精益求精。

四、日常人事管理工作

人力部在完成上述工作的同时,充分发挥了本部门的基础职能作用,在制度执行与监督、考勤核算、办理员工保险、组织各项活动等方面起到了应有的作用。

下面我谈一下我部门在人力工作中发现的问题:

1、招聘面试问题:

候选人被面试过程中,用人部门经理未全程参与面试考核、长时间延迟面试。表现: a、不重视人才表现(人才外流;造成公司负面影响);

b、增加人力部再招聘工作强度(人力成本增加); c、用人部门人手不足,影响整体工作。

建议:a、请各部门经理提前安排好自己手中的工作,与面试人如约面试考核。

b、若出差在外或其他因素,可电话面试。

2、转正问题:

a、试用期员工转正考核形同虚设; b、试用期员工转正长时间被迫延期;

建议:a、新员工入职时,部门经理提前制定试用期kpi,转正时依照kpi考核。

b、请部门经理关注新进员工试用期工作,实时考核;不要虚假响应公司的规定。建议总经办以后也要考核,部门经理的用人水平。

3、员工在职管理问题:

公司采用经理负责管理制度,部门经理对部门所属员工负有引导支持之责;对整个团队有激励指导,合理调配人力物力之权。员工的成长就是部门的进步,公司的成功。请你们能更多的关注员工成长及每一次异动。

4、工作周报问题:

a、员工未按时上传工作周报,部门经理非但不制止,而是相反想帮助他们开脱; b、工作周报寥寥数语,内容空泛;

c、工作周报格式混乱,部门经理未能及时纠正。

工作周报可全面反映员工的工作进度状况,及时发现工作中问题。也是与上级领导沟通的方式,请及时和如实上传工作周报,如实反映、汇报本部门的工作情况。

5、部门例会问题:

a、部门经理未按公司规定举行每月两次的部门例会;

b、也未通知总经办参加,也未把工作报告上传并告知总经办。部门例会目的是及时对部门工作的一个总结,回顾上周工作的得失,部署下周的工作计划。总经办参与其中,可及时了解部门工作进度,调配全公司资源协助工作的开展。

6、社保问题:

部门经理不能及时上报离职确切日期,导致离职员工社保不能及时减少,增加公司的费用。建议:部门经理请提前2天告知人力部,离职员工确切离职日期。

7、培训问题:

a、公司曾经举行过的培训课程及培训效果反馈反应出公司在业务培训及技术培训上的

缺乏,公司内无可授课人员;

b、关于自身管理的培训也必不可少。

建议:a、针对员工技能的缺乏及业务能力低,由部门经理或雇请行业精英培训。

b、公司自上而下,积极引导持续学习。找出并参与合适的学习活动(例如:上课、阅读、自学、接受辅导或体验式学习等)来满足培训需要(这个是长期的,进

程慢,可以视作公司文化建设)。

8、考勤问题:

a、员工请假不能提前,销假不及时; b、员工外出不登记/不知会人力部;

c、员工中途请假/上班不打卡或出现许多代打卡事件,部门经理未能及时发现。

制度需要大家共同维护,请部门经理带头遵守、维护《员工手册》中的规定。

五、XX工作计划

相对公司其他部门而言,人力部仍处于起步期,存在一些不足。主要体现在:

1、在管理制度体系的建立方面,思虑不足,未加大推进力度;

2、在各部门的工作协调力度方面,还有待加强;

3、招聘工作中,对候选人员的素质把握上有待提高;

4、在员工的培训上未能投入更大的精力,导致培训工作没能系统地组织展开。

根据本工作情况与存在不足,结合目前公司发展状况和今后趋势,人力部计划从以下几个方面展开:

1、招聘及时,人员配置优化。

2、遵循工作管理制度,有条不紊开展人力工作。

3、加强员工岗位知识、技能和素质培训,关注内部人才培养。

4、时刻关注劳动政策及公司相关制度,避免劳动风险。

5、调动员工主观能动性,建立和谐的企业内部关系,为公司发展服务

人力资源工作对一个不断成长和发展的公司而言,是非常重要的基础工作,也需要公司上下各部门共同配合,希望能在未来一年,能得到各部门支持与配合,和公司一起成长发展。谢谢!
