谁来说：国家主席发出“中国好声音”

谁有资格代表中国发表新年献词？回顾历届新年献词的新闻报道，“国家主席”是众多发言者共同的身份（毛泽东是中华人民共和国中央人民政府主席，当时中国尚未设国家主席一职）。在中国，国家主席这个称呼单独出现时，一般是在礼宾场合。由此可见，发表新年贺词是一项带有礼节性的事务。按照宪法规定，国家主席并不是一个职务，而是一个国家机构，代表中华人民共和国进行国事活动。

怎么说：从文字到真人

随着科学技术、传播手段的发展变化，新年贺词经历了从文字到真人的转变。

在电视讲话出现之前，中国传递国家声音的新年贺词基本由《人民日报》的新年社论包揽，彼时的名称是“新年献词”。

1949年是个特殊年份，而这一年的日程恰是由《人民日报》第一篇新年献词掀开的。献词题目是《将革命进行到底》。当其时，淮海战役胜利在即，渡江战役正待筹谋。文中提出“要用革命的方式，坚决彻底干净全部地消灭一切反动势力，不动摇地坚持打倒帝国主义、封建主义、官僚资本主义，在全国范围内推翻国民党的反动统治，建立无产阶级领导的以工农联盟为主体的人民民主专政的共和国”。这篇重要文献把建设新中国正式提上了1949年的日程。

在毛泽东之后，邓小平也很重视《人民日报》的社论，据有关人士透露，邓小平曾数度亲自审阅、修改新年献词。而关于当时新年献词的送审流程，据《人民日报》评论部介绍，一般来说，节庆社论由评论部起草，初稿交某人写就后，讨论和修改以及层层审定，最后交总编辑定稿，必要时再送中央负责同志定稿。

1994年1月1日，时任国家主席江泽民对中国国际广播电台海外听众及港澳台胞的新年讲话《满怀信心走向未来》，被视为中国进一步开放的标志性举动。到了1995年元旦，中央电视台的海外观众头一次在电视中看见了江泽民发表新年讲话。2000年12月31日，江泽民通过电视和广播，发表了题为《共同创造美好的新世纪》的新年贺词，这一次除了面向国外，电视信号也首次传输到了国内民众的家中，此后便再未消失过。

说什么：形式、内容都有讲究

从历年讲话来看，新年贺词已经形成了其固定的格式和内容。

从形式上看，一是新年问候和祝愿，二是对过去一年工作的概括和总结，三是展望新一年的形势，阐述要推进的主要工作和政策，四是阐述国际形势和中国的对外方针。

中国国家元首的新年贺词不只是一种形式，更具有实质内容。形式的部分主要表现在问候的话语上，这从联系群众角度考虑，嘘寒问暖是必要和必需的，体现了国家领导人对人民的关怀、爱护之情；具有实质意义的是第三部分和第四部分，第三部分集中概括新一年党和国家在国内的大政方针，第四部分是关于国际形势和中国外交政策的大政方针，这都体现一年内党和国家工作的大框架和重点工作。

而从讲话的对象来看，领导人的新年贺词也经历了从“对外”到“对内”的转变。

在1996年以前，国家主席新年讲话仅通过中国国际广播电台发表，而该广播电台主要承担向世界介绍中国的任务。这就意味着此时的新年讲话都是“对外”，主要面对“各国人民和朋友，台湾同胞、港澳同胞和海外华侨、华人朋友”发表，扮演着让世界更了解中国的角色。

直到1998年，新年讲话的发表平台中增加了中央人民广播电台，贺词对象发生了实质性变化，关注对象从对外扩展到国内，贺词的祝福对象中第一次出现了“全国各族人民”一词，并列在了所有祝福对象之前。

谁在意：新年贺词已受外国重视

除了中国老百姓之外，外国的中国研究学者和研究机构对近年中国国家主席的新年贺词也越来越重视。这反映了中国国家越来越强大，在世界上的分量越来越重，因此受到越来越多深入细致的关注。

比如，针对2016年的新年贺词，“今日俄罗斯”国际通讯社评论员加里博夫说，习主席新年贺词语言接地气，普通人都明白。土耳其专栏作家博兹图尔克说，习主席新年贺词非常令人鼓舞，特别是“锐意推进改革，啃下了不少硬骨头”发出了一个强烈的信号，既在中国国内也在世界范围产生共鸣。2014年，中国打击腐败成效显著，在正确的轨道上兑现承诺。韩联社报道说，习主席引用“开弓没有回头箭，改革关头勇者胜”，表达了在新的一年里进一步加快全面深化改革的强烈决心。习主席在贺词中呼唤和平，真诚希望“世界各国人民共同努力，让所有的人民免于饥寒的煎熬，让所有的家庭免于战火的威胁，让所有的孩子都能在和平的阳光下茁壮成长”。

新动向：领导人贺词反映“时代风向”

作为对外发声的窗口，20世纪90年代，国家主席新年贺词里的中国，是逐步向世界开放的中国。

“中国永不称霸”的说法不止一次在贺词中出现。在1994年到1997年四年间，时任国家主席江泽民更是有三年向世界发出热情邀请，“我们热忱欢迎更多的外国朋友到中国来走一走，看一看”，向世界打开中国大门。

伴随着2001年中国加入世贸组织，9·11恐怖事件的发生让打击恐怖主义成为维护世界和平的主题。该年12月31日，元旦前夕，时任国家主席江泽民发表《共同促进世界的和平与发展》新年贺词，提出“中国的对外开放进入了一个新的阶段；我们愿与世界各国一道，共同打击恐怖主义”，表现出一个试图拥抱世界的中国。

除了对外态度的变化，新年贺词的强调重点则透露出中国不同阶段的发展重点。

通过梳理发现，在历年的新年贺词中，“发展”一词出现频次最高，仅1994年就出现了17次。只是“发展”的重点有所变迁，从1991年的世界面临的经济“发展”问题至今还未解决，到1994年的中国的“发展”绝不会对任何国家构成威胁，至2004年的坚持全面、协调、可持续的“发展”观，再到2008年的加快“发展”方式转变，贺词中“发展”的重点逐渐由外转向内。

而到了2009年的新年贺词，随着改革开放30周年的回顾，“改革开放”也成为了除“发展”之外的又一热词。2013年12月31日，“改革”替代“发展”一词成为现任国家主席习近平新年贺词的最热词汇，全文759字中有182字谈及改革。

在打虎拍蝇的大势下，近两年，“反腐”一词也开始出现在了新年贺词中。

“高举反腐的利剑，扎牢制度的笼子，在中国共产党领导的社会主义国家里，腐败分子发现一个就要查处一个，有腐必惩，有贪必肃。”在2014年12月31日的新年贺词中，“反腐”一词首次出现。

而在刚过去没多久的2015年12月31日，习近平的新年贺词中再次出现了反腐：“‘三严三实专题教育推动了政治生态改善，反腐败斗争深入进行。”

更让人眼前一亮的是，2016年的新年贺词中还出现了“蛮拼的”、“点赞”等流行语。

有新的词汇进入，也有新的词汇消失。

比如，伴随着两岸关系的微妙变化，2007年以前台湾统一问题在新年贺词中被持续强调，几乎每年都花费近200字的较大篇幅表达对“台独”势力的强烈反对和对两岸统一的信心。2007年后，“台独”一词在贺词中彻底消失，而是将两岸统一与一国两制、港澳政策相结合在贺词中提出。

2019 will see both opportunities and challenges that will require us to work together shoulder-to-shoulder.Policies to cut taxes and fees must take root in order to ease the burden on enterprises.We must show our sincere appreciation to talent of all kinds, and stimulate their creative energy.We must lend an ear to our officials at the grassroots, and bring energy and greater purpose to those who are ready to commit to making a difference.We shall remain focused and work hard to achieve our task of lifting another 10 million rural residents out of poverty as planned.We shall take better care of our retired servicemen and women – they have made great contributions to this country.Even as we speak, there are deliverymen, street cleaners, taxi drivers, and countless others who are hard at work.We should share our gratitude with these workers who contribute to the creation of our beautiful society.Their hard work is much appreciated.2019年，有机遇也有挑战，大家还要一起拼搏、一起奋斗。减税降费政策措施要落地生根，让企业轻装上阵。要真诚尊重各种人才，充分激发他们创新创造活力。要倾听基层干部心声，让敢担当有作为的干部有干劲、有奔头。农村1000多万贫困人口的脱贫任务要如期完成，还得咬定目标使劲干。要关爱退役军人，他们为保家卫国作出了贡献。这个时候，快递小哥、环卫工人、出租车司机以及千千万万的劳动者，还在辛勤工作，我们要感谢这些美好生活的创造者、守护者。大家辛苦了。
