Becoming the next international financial centre is a very attractive topic to all theShanghai citizens. But we should notice that there are a lot of difficulties that have to be overcome.Shanghai has been our domestic finance centre already, but it would require much more if Shanghai want to be an international finance.
The mostessential prerequisite is that RMB must become a convertible currency, while the present situation is that the capital account of RMB is still strictly under control. An international financial centre must be based on a currency that is convertible. There are three major reasons for this condition.Firstly, foreign investors will not directly enter into a finance system unless the currency that the financial system used is convertible. If foreign investors can not exchange the RMB they earned in China freely, then it would be seriously lack of liquidity to invest capital into China market in those foreign investors’ consideration. In addition, liquidity is critical to financial activity, thus most foreign investors would not enter into China's capital market until RMB become convertible.Secondly, a convertible currency is highly necessary for attracting foreign enterprises listing on domestic stock market. There is no meaning if a foreign enterprise could not exchange the funds that they raised from China's capital market into another currency. There is no doubt that we should reject all of this kind of enterprise.Another reason why RMB must become a convertible currency is that it is an essential requirement for our domestic investors to invest capital overseas. Our domestic investors require exchanging their funds into another currency to do investment, and they require exchanging the funds they earned in foreign market into RMB in the same time. Therefore, the realization of RMB become convertible is an unavoidable condition for Shanghai developing into an international financial centre.
Anotheressential prerequisite is that China must establish a financial regulatory system with international standards. This prerequisite is not only for attracting foreign capital investment in China, but also for protecting our financial market from being attacked by foreign investor.
Onerequirement for establishing a financial regulatory system with international standards is to make our financial regulatory system more definitude and more justness. In this part, Hong Kong has successful experience of building a well-working financial regulatory system;Hong Kong's financial regulatory system has a set of departments, and each department has a clear regulation range and regulation responsibility. In addition, this regulation system delivers a very strong message that any illegal acting will be punished and every investor will have a fairly transaction circumstances.China's capital market regulator should strengthen international cooperation in the same time.
Another requirement is that we need tosolve some historical problem. For example, China's capital market must develop an efficient mechanism that can drop those unqualified companies out of the stock market. In the past time, those stocks of unqualified companies were well protected by government under some consideration, but this protection has caused many serious consequences such as wasting social resources, distorting the pricing mechanisms and attracting corruption. There is little argument on this issue in academic, but there are many powerful vested interest groups standing in the way of reformation.
At last, I want toemphasize on some conditions of China's capital market internationalization in a macroscopically view.We must have a clear understanding that it would be a long-term process to internationalized China's capital market. The internationalization of China's capital has to be based on the internationalization of China's currency, and these two processes of internationalization must be based on the development of China's economy. It would be very dangerous to open our capital market to the world before our economy has been highly developed. In fact, the present situation of management experience and market size of China's capital market is at a much lower level compared with western mature capital market and finance system. And this situation makes China's capital market vulnerable and well protected. But, well protecting does not equal to stopping reforming finance system. It does will take many years before the conditions permit the internationalization of China's capital market, but we should use and we must use the precious time to keep reforming our finance system, to strengthen our regulatory system, to improve our management and to educate our domestic investors. Therefore, our conclusion is paradoxical. On one hand, it's too early to think about the internationalization of our capital market since there are still a lot of difficulties to solve. On the other hand, it's extremely urgent that our financial system must be set up to prepare for the time when our capital market became internationalization.

比如,有人在社交媒体上举例说,曾经见到中国女孩取名Cinderella(辛德瑞拉,即“灰姑娘”),中国男孩叫Gandalf(甘道夫,小说《魔戒》里的虚拟人物灰袍巫师),感觉在现实生活中呼唤他们之前“想先笑一会儿”。
