这次到徐州市局（公司）调研，主要是来看望大家，来学习徐州市局（公司）的一些好的做法，以推动全省烟草商业系统的各项工作进步。新一届党组成立以来，这是我第二次来徐州，上个礼拜来过一次，这几年徐州来的比较多，我今天主要讲三层意思。

一、充分肯定徐州市局（公司）近几年的各项工作

徐州市局（公司）是中国烟草350多个地市级公司中一个很有特点的公司。资产规模大：有20亿的货币、3.5亿的固定资产；卷烟销量高：今年28万箱；卷烟结构：单箱2万块，虽然没有达到全国平均水平但是发展潜力很大；三项费用率5.48%，在全行业是比较低的；员工人数多：1200多人，离退休人员178人。徐州自古以来被称为“五省通衢”，专卖管理工作充分体现了我们是卷烟消费的大市场，监管的大战场，徐州有800多万的人口，市场监管的压力比较大，我认为徐州烟草把江苏烟草的北大门守得比较好。营销工作做的非常好，这几年的销量、结构增长比较合理，对4.3万零售户服务的方式、效果等各方面取得成效明显。网络从业人员500多人，物流人员300多人，员工爱岗敬业，队伍整体素质高。尤其是占地100多亩的物流体系，给我的感觉是非常好：硬件好、软件好、条件好、员工好，获得全国物流“标杆”“先进”等荣誉称号是当之无愧的。此外，各项基础管理工作做的非常好：包括财务管理、信息化管理、人力资源管理、班子建设、思想建设、文化建设、工会建设等等。这些数据充分说明了徐州烟草与江苏三大都市圈的发展是相匹配的。这些匹配的过程中，有我们好的战略思想，如“上水平、走前列”引领着徐州烟草的发展，有“全面提升”的战术和谋划，有13个部门和7个直属机构的领导干部和中坚骨干力量的鼎力贡献，这些支撑着徐州烟草最近几年的各项工作的健康发展。今年一季度的工作也比较好：销量增长1.63%，结构提升9.33%，费用水平3.47%，查获的烟占全省的15%以上。因为时间关系，我就不多讲了，这是第一点。

二、充分体现规范、创新、发展这条工作主线

徐州市局（公司）的各项经营管理工作希望都能充分体现这条工作主线。首先是规范，规范是生命线。我们要对国有资产负责，对干部员工负责，确保国有资产不受损失，干部员工不出事。鼓励大胆去制定旨在保护国有资产、干部员工以及正常专卖体制下的卷烟经营工作的相关规范制度；大胆尝试整合纪检、内管、审计、法规等相关职能部门，成立类似综合监督职能的机构，这些都是体现规范这条工作主线要求的。要经常去思考如何去识别各种类型风险，如专卖、经营、物流中的法律风险、权力使用风险、劳动纠纷风险、各项合同风险等，关注、识别、评估风险并建立相关应对机制，要紧紧抓住“教育、制度、监督”三个重点环节，我鼓励大家朝这些方面去做。其次是创新，创新是驱动力。创新可以推动徐州烟草各个领域的发展进步。我非常赞同你们分成“三个层面”的创新，即市局层面的创新项目、基层团队QC活动层面的创新项目以及岗位层面的创新项目。通过这三个层面的创新，员工的活力、才能和积极性得到了爆发和释放。领导班子要高度重视市局层面的创新，要关注能推动事关全局、影响长远的创新发展课题，我很愿意看到一段时间以后，你们把你们的市局层面的创新项目报到省局来，省局在你们的基础上进行评估论证后再组织一批事关全局、全省烟草未来长远发展的省局创新项目，甚至有一部分创新项目要达到全行业的先进水平，以此来推动中国烟草的发展进步。另一个就是物流上取得的创新成果很多，特别是物流信息管理设备方面的创新，对整个江苏烟草商业系统的进步发展都是非常好的。在创新课题上，徐州市局可以在“专卖如何自我监督以控制省内真烟流动”等方面进一步深入挖掘探索。最后是发展，发展是硬道理。首先要定位谋划好发展目标，徐州市局2014年目标定位是销量同比增长1.5%，结构提升6%，费用水平控制到什么程度，税利增长多少，我认为这首先就是一篇大文章。你们要经常认真分析徐州卷烟销费变化趋势，分析一二三类烟结构上的变化趋势。我现在就有一个判断，徐州现在卷烟格局总的趋势是从四类烟转到三类烟，因为现在单箱水平是2万块，两三年以后我再来的时候就是三类烟转到一二类烟了。你们要去感悟感知卷烟消费带来的变化，要去感悟省外工业企业品牌分化的变化，分析上去下来的工业企业以及原因，思考我们能为这些品牌做些什么，我希望你们在以后的工作中要充分体现这些内容。要加强市场监管，向市场监管要销量，防止真烟流入、流出和假烟流入。通过消费变化、市场监管变化和其他各类因素变化来掌握卷烟销量、结构情况，准确定位徐烟发展目标。要注重发展的协调性，处理好商业企业与“消费者、零售户和工业企业”之间的平衡关系，不能把发展建立在零售户、工业企业的痛苦之上。要定量好社会库存到底是多少，处于什么水平，同级比是增加还是减少，以实现互利双赢、共同发展。要控制成本费用，开源节流，徐州市局（公司）特点是人多、资产多，在费用控制方面要高度重视。要认真去分析单箱物流费用、人工费用、资产性支出等费用，注重费用对发展的影响。要关注如何应对控制人工费用、资产费用等，比如对分拣、送货、仓储、专卖、营销人员的配置是否实编，超出实编的人数如何盘活，如何提高人工效率，这些问题需要你们认真思考应对解决。注重把握发展目标的准确度、自身发展与工业内相关方发展的协调度、成本费用对发展的贡献度，把发展这篇文章做透做深做实。

三、努力打造学习型、服务型、责任型团队

徐州市局在打造学习型、服务型、责任型团队等方面的相关举措很好，比如四定；创新人事选拔流程；缩小工资薪酬差距：把总量、进度、结构、差距控制住；权力下放县级局；在干部选拔上把条件、方式、程序、监督控制住；轮岗、交流、上挂、下派、横挂等工作做得都很好。当前重要任务是作风建设，要以党的群众路线教育实践活动为载体，努力践行“务实、服务、节俭、清廉”八字作风目标要求。要把员工的培训放在重要位置，关心员工身心健康发展，尽量满足员工诉求。社会责任方面，要处理协调好与工商、税务等相关部门的关系，积极履行社会责任。

刘章箭(2012年3月17日)同志们: 在今年发展定位、思路目标、工作重点、主要措施都已明确，全县上下正在聚精会神、心无旁骛抓落实的关键时期，县委、县政府决定召开这次全县财税工作会议，主要是总结去年工作成绩，分析研判当前形势，部署安排今年工作，进一步动员全县上下鼓足干劲，乘势而上，奋力开创财税工作新局面，强力推动金乡创新赶超、前移进位。刚才，会议隆重表彰了财税工作先进集体和先进个人，在此，我代表县委、县政府，向受到表彰的先进集体和先进个人表示热烈祝贺！广州同志对全年财税工作进行了全面具体的安排部署，我完全同意，大家要认真抓好贯彻落实；有关单位的负责同志就如何做好今年的财税工作，作了很好的发言，希望大家按照发言，说到做到，兑现承诺。下面，我重点讲三点意见。

一、统一思想，加压奋进，坚定完成任务的信心和决心 2011年，是我县各项工作取得重大突破的一年，经济总量高幅增长，发展条件持续改善，发展动力明显增强，实现了“十二五”良好开局和高点起步。在经济较快发展的基础上，财税工作也取得了令人鼓舞的成绩，成为我县去年工作的一大亮点。1 一是财税收入在严抓征管中实现了快速增长。2011年全县地方财政收入完成5.1亿元，增长57.1%，全市排位上升2个位次，全省上升12个位次，增幅位居全市第一、全省第三；其中国税地方级完成1.27亿元，增长45.8%；地税地方级完成2.68亿元，增长52.1%。财政收入的大幅提升，既为发展提供了强力支撑和保障，也显著提升了金乡的形象和地位。二是财政支出在改善民生中明显优化。去年全县民生投入达8.5亿元，新农合、新农保、城乡低保、城镇居民医疗保险和养老保险得到较好的落实，标准逐年提高，特别是新农合财政补助标准去年达到每人200元，并全面实施了新农保和城镇居民养老保险，全面落实特殊教育和职业教育全免费，启动了乡镇公办示范性幼儿园建设，为财政供养人员人均增资350元，工资水平已超过泗水、鱼台、梁山、嘉祥，财政支撑民生发展的作用进一步凸显。三是向上争取在坚持不懈中实现连续突破。充分抓住省财政直管县政策和派驻省市挂职人员有利条件，近三年共争取上级各类专项项目资金21亿元，仅去年就争取资金10亿元、融通各类资金12.6亿元，不仅有效解决了一批事关金乡长远发展的问题，而且有效弥补了财政支撑不足的问题。四是财政管理在改革创新中有效提升。在不断加强政府采购、财政集中支付及“收支两条线”等方面规范运行的同时，积极推进县直部门预算编制和国库集中支付制度改革，增强了收支预算的约束力，提高了财政支出的质量和使用效率。去年评审政府投资重点工 2 程项目69个，审减金额1亿元，审减率达15%，节约了大量财政资金。这些成绩来之不易，既说明金乡经济已经步入持续发展的快车道，更是各级各部门积极努力、广大纳税人倾情奉献的结果，凝聚着全县各级特别是广大财税系统干部职工的心血汗水和智慧力量。在此，我代表县委、县政府，向财税系统所有干部职工和广大纳税人，表示衷心的感谢和亲切的慰问！

在充分肯定成绩的同时，也要清醒地看到，新形势、新阶段我县财税工作还面临很多新的挑战：

一是保持财税快速增长的难度加大，必须积极应对。从国际看，欧债危机日趋恶化，美国经济复苏乏力，新兴经济体通胀压力增大，世界经济下行风险明显加大，外部环境不可预测性因素增多。从国内看，经济增速回落与物价高位运行交织，就业压力与结构性矛盾并存，出口增速明显下滑，中小企业经营困难，宏观调控呈现更多“两难”选择。这对我们进一步做好经济工作，尤其是财税工作带来很多不利的影响。特别是政策性减收因素增多，增值税、营业税和个人所得税起征点提高，其中增值税和营业税由5000元/月提高到2万元/月，个人所得税由2000元提高到3500元；从今年1月1日起，国家对蔬菜流通环节免征增值税，仅此一项，我县国税方面将减收1个亿左右，地税方面减收900万元左右，直接影响地方财政收入3400万元，应该说是全省受影响最严重的县。目前影响已经显现，今年头两个月，我县完成地方财政收入8582万元，增长31.93%，3 增幅明显下降；尤其国税收入，跌幅达到4.5个百分点，是全市唯一负增长的县。这些不利因素对我们今年完成全年税收任务确实是一个严峻的挑战和影响。因此，我们广大财税系统干部职工一定要有清醒的认识，深入进行研究分析，及早拿出应对措施办法。

二是实现前移进位的压力更大，必须更加努力。县十三次党代会提出了“建设鲁西南经济强县，冲刺全市发展第一方阵”的目标，实现这个目标，前提就是瞄准先进，不断赶超，赶超就必须始终保持经济指标较高的增幅。财税收入是衡量一个地方综合实力的重要评判指标，实现金乡创新赶超，财税收入必须首先前移进位。为此，县委、县政府综合各方面因素，经过认真讨论研究，确定了今年财税工作的总体任务目标，即：地方财政收入完成66506万元，增长30%。其中国税地方级收入完成16669万元；地税地方级收入完成46501万元，财政部门完成3336万元。现在看，完成这个目标虽然也有难度，但对比现在的发展形势，这只是底线，必须确保完成。今年前两个月，全市12个县市区地方财政收入有8个突破亿元，在4个不到亿元的县中，我县8582万元，梁山8682万元，鱼台9572万元，泗水8159万元，我们仅比泗水多收423万元，绝对数全市倒数第二；从增幅上看，我们是31.9%，梁山是36%，嘉祥是34.9%，尤其是嘉祥，他们是高基数上的高增幅，实现这样的目标，要比我们困难。以上这些充分表明，兄弟县市竞相发展的势头超 4 乎我们预料，这仅仅是我们济宁市内的情况，省内的其他县发展如何更可想而知。如不抓紧赶超，我们极可能会再次陷入边缘化境地。同时，市委、市政府今年把“突破县域经济，推动县市区前移进位”放在重中之重的位臵，出台了一系列强制性的政策措施和考核的硬性约束，要求今年我县在全省的综合排名要至少前移三个位次。我刚才说的只是地方财政收入位次的问题，前移进位的考核和评判有40多项指标，涉及到县域经济的有六大类39项，但是不管几大类几项，地方财政是最主要的衡量标准和指标，市里要求我们前移三个位次，体现在地方财政收入上是个什么概念？去年我们在全省的综合排位是120位，综合对比，进入117位，我们至少要达到7.5亿元以上，也就是今年的地方财政收入增幅要保持在50%以上。即使完成我们确定的6.6亿元、增长30%这个目标，在全省的排名可能还会倒退一位。因此，全县上下在确保今年财政收入增长目标问题上，一定要高度统一思想，牢牢抓在手中，力争超额完成。否则，我们既无法向市委、市政府交待，更无法向全县人民交待。

三是保障各类刚性支出的任务更重，必须统筹兼顾。随着民生和社会事业的不断发展，今年我们新的刚性支出将大量增加，就业、教育、卫生、文化、“三农”、社会保障、保障性住房、回迁房建设、政府债务偿还等各类支出的基数越来越大、刚性越来越强。民生方面，今年财政供养人员增资全年需多支 5 8400余万元；新农保、低保和新农合提高标准，每年需多增2000余万元；另外今年上级要求要加大对教育的投入，占GDP的比重达到4%，我县除教育人员工资外，还需要投入2.3亿元。据测算今年用于民生的刚性支出将超过10个亿。建设方面，2009年转贷的地方政府债券和一些到期的BT项目需要偿还，预计在5.9亿元；今年用于“一事一议”的配套资金也将达到1000万元以上；正在启动的六大安臵社区建设，包括去年和前年的，初步测算需要资金7.1亿元。再加上医院、学校、体育场馆、办公用房、园区基础设施配套等等，还需要不小的资金投入。面对这么多不可逾越的刚性支出，这些需求应该怎么办？今天会议的目的就在这里。时不我待，自我加压，作为金乡的一员，特别是财税战线的一份子，如何承担和分担起加快金乡发展的重任，需要我们怎么去思考？如何在财力有限的情况下保证重点民生支出，保证发展需求，需要各级特别是在座的财税工作人员深刻解放思想、转变理念。一方面要抓好财税增收节支，做到应收尽收、依法征收，靠财税增收保障民生和基本运转；另一方面要创新方式，加大向上争取和市场运作力度，靠市场化的路子筹集建设发展资金。这方面一定要统一思想，大家想一想，前几年我们的财税收入更少，这几年是如何走过来的？而且我们走过来也是非常的有成绩，有成效，是很值得自豪的。不仅没有出现危机，而且保证了工资的提高和社会的快速发展，各方面都有了很大的变化。实践证明，只要我们认真围绕金乡 6 发展大局，脚踏实地的干，办法总比困难多。克难攻坚，破解我们当前发展的瓶颈，在符合金乡发展的正确轨道上义无反顾的前行，这才是我们的选择。

同时，也要看到，做好全年财税工作，我们也面临许多重大机遇，只要我们认真研究，牢牢把握，抓好运筹，就一定能取得更大成绩。大的环境上：一是国家继续实施积极财政政策和稳健货币政策；二是国家为扩大消费需求，正在促使经济由政策刺激向市场发力、自主增长转变；三是国家大力支持实体经济发展，确保在建续建重大项目建成、扶持中小微型企业发展；四是市委、市政府强力突破县域经济，对欠发达县帮扶力度将进一步加大。只要抓住用好这些重大机遇，金乡仍然能够保持高速发展。我县发展态势上：随着近年来招商引资工作成效的显现，一批重大项目相继开工建设、投产达效，固定资产投资和社会投资力度持续加大，将为财政收入提供很多新的增长点。比如今年的百项工程，当年计划投入达到132.8亿元，将直接拉动税收增加。产业项目上，可以预见，今年除三大煤矿外，化工区的民生焦化、民生热能、阳光颜料、科蓝、凯模特、如意工业园，开发区的泉达光伏、爱德华机械、奥德堡电梯、鲁特电工、辉煌塑业、宏大食品、稻香村食品，商贸物流区的金兴商贸城、山禄国际、金宇家居、申科汽车城等，都将陆续投产或达产扩产扩能，这些必将在今年或明年上半年为我县财政税收的提升产生极大的拉动作用。另外，我们的城市建 7 设、基础设施建设、房地产开发、湿地景区建设等也将有效拉动税收增长，等等。对此，我们既要正视困难，做到心中有数，更要坚定信心，坚持乘势而上。金乡赶超发展的局面已经拉开，发展的快车道已经形成，发展的步子已经大幅迈开，不能停下来更不会停下来。用这么长的篇幅跟大家分析这些问题，把不利的有利的因素都跟大家说清楚，目的就是让我们的领导干部和广大财税系统工作人员全面认识我们身上肩负的重任和承担的责任，要深入的考虑研判评估今年全年的工作，如何应对当前的困难和挑战，如何发挥我们的优势，深挖财源，在税收的增收节支等方面各自能做什么？必须要做到什么？达到什么标准？请我们的全体工作人员特别是负责同志要认真动脑筋考虑这些问题，不仅是为全县发展和人民福祉考虑，更是为了本单位和自己岗位的前途发展考虑，金乡是大家的，金乡的发展要靠大家的共同努力。

二、转变理念，创新举措，确保高限完成全年任务抓好收入征管，促进财政收入稳定增长，既是经济任务，也是政治任务。各级各部门都要潜心研究，找准重点，突破难点，多谋生财之道，多思聚财之方，狠抓节支之举，努力开创财税工作新局面。

（一）强化财源建设，夯实财税基础。财政来源经济，经济决定财政，只有经济发展了，财税增收才有源头活水。各级各部门要以产业项目为抓手，大力发展实体经济，壮大财源基 8 础。一要大力发展支柱产业。重点推进工业提档升级，切实抓好民生焦化、泉达光伏、道生轮毂等重大项目的建设运营，加快突破工业大项目招商落地，大幅提高二产纳税比重。要繁荣发展服务业，做大做强商贸物流、文化旅游、房地产等产业，提高其对财政的贡献份额；要巩固和加强农业基础地位，加快推进现代农业提档升级和农副产品的精深加工。二要全力推进城乡建设。加快以生态湿地景区为主的城乡基础设施建设，逐步完善城市功能，提升城市品位，在经营城市中运用资本、运作项目，增加财政收入。三要力推企业提档升级。目前几大园区的基础设施配套基本完善，要把服务企业放在重中之重的位臵，开展好为企业排忧解难活动，加快产业项目建设，全方位服务好现有企业的生产运营，快速提升园区的整体实力。借此，也对全县的企业和企业家们提三点希望。一是要努力扩大规模。今年县里出台了一系列扶持企业发展的政策，各企业要充分发挥自身优势，用足用好有关政策，积极挂大联强，扩大产能规模，进一步把企业做大做强。二是要规范发展。一个企业要做大做强，规范发展是重要前提，要遵循市场经济规律，建立规范的公司管理和财务制度，靠现代化的管理推动发展，最终实现企地双赢。三是要积极奉献社会。企业家要正确认识自身的价值和使命，不断增强社会责任感，守信用、讲信誉、重信义，积极为地方发展、为社会公益多做贡献，在奉献社会中实现自己的人生价值。特别是今年国家开始对蔬菜流通环节免征增值 9 税，我们这些企业生在金乡长在金乡，要时刻顾全金乡发展大局。作为企业家来讲，大家深有感触，金乡这几年的发展环境如何，政策是否优惠，鼓励支持企业发展的路子是否正确，对各个企业的扶持力度，产生的效果如何，相信大家心知肚明。应该十分清楚，金乡工业、企业发展的最好时期也正在这几年中，当然，未来的发展环境会更好。企业的发展离不开金乡，离不开广大群众，离不开政府的支持，离不开市场环境的优化和政策的具体扶持。个别企业宁愿花钱送礼做工作，也不愿意履行依章依法纳税的义务，甚至与一些原则性不强的工作人员相互配合偷税漏税，这是不行的，轻则违规违纪，重则违法犯罪。我们的企业家一定要负起责任，树立良好的形象。

（二）严格依法治税，加大征管力度。组织财税收入是财税工作的首要任务，也是财税工作者的基本职责。各级各部门必须坚持以组织收入为中心，依法强化征管，强力堵塞漏洞，在不收过头税的前提下，确保足额征收、均衡入库。一要强化主体责任。对今年的税收任务，已经下达到各乡镇、园区和国地财三局，各级各部门要进一步加强合作、密切配合，层层落实征管责任制，逐旬逐月抓落实，以旬保月、以季保年，力争实现均衡入库。1-2月份，化雨、胡集和羊山跌幅都高于50%，马庙、司马和卜集跌幅也超过20%，开发区头两个月也出现了负增长。必须引起相关乡镇和财税主管部门的高度关注，认真分析原因，迅速扭转被动局面。下一步我和董县长还要调度，10 分管的同志更要关注。二要加强行业税收管理。特别是煤炭、房地产、建筑、交通运输、金融保险、餐饮服务等重点行业，财政、国地税要组成专门的挖潜班子，落实到具体责任人，实行无缝隙监管。目前我们还有不少行业存在征管漏洞，比如房屋装修业，金乡这两年建了多么的小区，那么多的房子，回迁了那么多的住户，在征收上，在征收额度的体现上，国地税要认真研究，这里面存在很多不足和漏洞。三要强化各税种征管。重点加强营业税、企业所得税、城镇土地使用税、土地增值税和车船税的管理，提高税种管理水平。我们一些企业看似规模不小，占着一二百亩土地资源，但实际纳税额非常低，全年区区几十万元，还有个别企业坐落在金乡但不在金乡纳税。这个问题必须要解决，前几年我说过很多次，也管过这个问题，我看现在还是存在这样的企业，作为监管部门、主管部门，责任何在？园区为什么不能抓好落实？税收主管部门为什么对这个问题不能稽查建议纠正到位？是事业心的问题？还是其他原因？是推诿扯皮，还是不会干？在这点上大家都要考虑考虑，不要当这方面的反面典型。最近我们对几大园区的管委会班子做了调整，首先要转变理念，管委会的财政税收体制要全部理顺单设，单独考核。完不成任务就要追究责任。今年必须抓这几个方面的典型。年终，地方税收保障办公室要对企业纳税情况进行考核，对于生产能力与纳税额明显不符的，交由国地税部门进入稽查程序进行核定，情节严重的，移交司法机关追究 11 刑事责任。政府支持企业和企业依法纳税是一个问题的两个方面，一方面我们一定要支持好企业、服务好企业，为企业发展保驾护航；另一方面，企业也要遵纪守法，提高企业的规模和素质，以地方发展为己任，自觉依法足额纳税，更好地回报社会，决不允许偷税漏税、拖欠国家税款。尤其是采取非法措施，不在金乡交税，占着金乡的资源的企业，一律不能存在。四要进一步加强税务稽查。加大专项检查和专案检查力度，以查促收，以查促管。对一般纳税人的纳税额度，和企业、工商户的定税标准额度等，今年国地税要重新逐一进行核定，足额据实征收。财税部门要加强干部队伍建设，税费征管监察室要发挥好职能作用，采取明察暗访、设立举报电话和账目检查等多种形式，加大执法检查力度，对收人情税、关系税的，对吃拿卡要、以权谋私、权钱交易的，对少收低收、该收不收、造成税费流失的，不管涉及到哪一个部门单位、哪一级干部，一律按贪污、索贿、失职渎职论处；情节严重、影响较大的，采取纪律、组织、行政和法律的措施并用，一律清除出干部队伍，追究其法律责任。

（三）拓宽资金渠道，多方筹措建设资金。在现阶段吃饭财政的情况下，建设资金怎么解决？招商引资、向上争取和资金融通是最有效、最直接手段，我们这几年也是这样过来的，今年我也在各种会议上作了反复强调。在多方挖潜的同时，各级各部门务必拓宽视野，眼睛向外，千方百计运筹建设资金。一要强力突破招商引资。招商引资突破大项目是重中之重，没有项目一切都等于零。要把招商引资上项目作为增加财税收入的根本途径，通过大招商来促进经济的大发展、财税的大增长。二要全力以赴向上争取。今年中央和省市财政资金重点投资方向已经明确，2012年省级公共财政预算支出安排高达838.6亿元，各部门、单位要牢固树立抢抓机遇的意识，结合百项工程和重点工作，不断加强与上级的联系对接，及时捕捉各种政策投资信息，积极做好项目申报，全力争取上级项目资金，这样才能实现资金项目对金乡利益的最大化。三要加快融资工作步伐。市场化手段集聚资金是我们谋发展、搞建设的根本方向和出路，也是发达地区早已实践证明的道理。城建投公司已经挂牌成立，正在积极运作项目。城建投公司是政府的，是金乡的，不是哪个部门的，各级各部门都要不折不扣支持好城建投公司的工作。城建投公司也要理顺机制体制，严格程序严明纪律，瞄准突破口，把握关键点，尽快取得实质性的进展。另外，园区的融资平台也要积极探索多元化的投融资方式，尽快实现由资产到资本，再到项目资产到资金的转变，走活市场化融资的路子。

（四）加强资金管理，优化财政支出结构。如何有效地发挥财政的分配职能，切好财政资金这块“蛋糕”，拉长延伸财政资金链条，是一门艺术，更是一门学问。财政部门要按照市场经济规律的要求，坚持有所为有所不为，将财力主要用于社会公共需要和社会保障等领域。今年财政预算支出，重点用于“保工资、保运转、保民生”等方面。这是一个鲜明的导向，就是 13 要把有限的财力用到“刀刃”上。要加强预算编制和执行管理，增强预算的权威性和约束力。今年要扎实推进国库集中支付制度改革，行政事业单位的支出，全部由国库统一支付，实行财政预算支出“直通车”，增强财政支出的规范性和时效性。各乡镇、部门、单位都要树立过紧日子的思想，精打细算，节约开支，把有限资金全部投入到促进发展和民生改善上来。同时，要建立健全覆盖所有政府性资金和财政运行全过程的监督机制，加大对重点行业、重点部门、重点项目的监督检查力度，特别要把国家扩大内需资金和政府工程资金作为监督检查的重点，资金投向哪里，监管就要跟到哪里，确保项目资金安全高效使用。同时，财政部门要对税务部门组织收入、会计核算等情况进行监督。这是财政部门的一项职能，一定要切实履行好组织预算执行、监督管理税政的职责。

（五）不断完善体制机制，充分调动各级积极性。财税贡献大小，是发展业绩的最好证明。财税任务完不成，说得再好也没有用。今年我们对三大园区管委会的财政、人员、考核等体制进行了调整，下达了财政收入任务，与乡镇同样考核，就是要体现园区的发展实效。县财政部门要对当前的县乡财政体制进行调整，进一步明确各乡镇、三大园区的收入划分、体制结算等内容，完善保障性和激励性相结合的县乡财政体制，从财力和体制上最大限度地向乡镇和园区予以倾斜和照顾，为乡镇和园区加快发展创造宽松的政策环境。各乡镇和三大园区管委会要按照县委、县政府关于做大做实财政收入的要求，加强 14 收入调度，积极组织收入，确保税收及时足额入库。同时，要严格按照行政区划和企业隶属关系，加强税收征管，严禁随意在县乡、乡镇之间调整税收征管范围乱拉收入，国地税部门一律不得为乡镇乱拉收入办理入库手续。年底，县里将组织财政、审计、监察等部门对各乡镇的收入真实情况进行一次专项检查，对检查发现的乱拉收入，由县财政加倍扣回，并予以全县通报批评。

三、加强领导，落实责任，务求财税工作实现大突破

今年的财税收入任务重，征管工作要求高，支出压力大，社会和广大群众普遍关注。各级各部门要加强组织领导，强化协调配合，狠抓工作落实。

（一）要加强组织领导。今天会议上，进一步调整充实了全县地方税收保障工作领导小组，领导小组办公室作为常设机构，要实行常年集中办公。各乡镇要根据人员变化，健全完善相应的领导小组和常设工作机构，在县地方税收保障工作领导小组办公室的统一安排下开展工作，在全县形成上下联动、指挥畅通、反应快捷的工作网络。各乡镇各有关部门特别是相关的主管部门要切实把财税工作牢牢抓在手上，在组织领导、工作精力、工作安排上向财税工作重点倾斜，主要领导要亲自抓，懂生财，会理财，研究透生财、聚财、理财之道，拿出有针对性的对策，采取强有力的措施，力争年度财税收入目标高限完成。

（二）要形成工作合力。财税工作事关全县各级各部门和 15 广大干部群众的切身利益，财税部门是主体，各级各部门有义务，全社会都要理解和支持。今天，财税部门全体人员、41个协税护税单位主要负责人和信息员都参加了会议，财税干部长期身处一线，工作非常辛苦，县委、县政府十分理解，为了金乡的发展大局，大家要更加恪尽职守、忘我工作，不辜负组织和人民的期望。协税护税单位特别是各位信息员，要根据各自职能和会议要求，加强与财税部门的配合与协作，建立健全工作协调机制和信息共享机制，努力形成齐心协力抓财税收入的工作格局。宣传、广电等部门要加大宣传力度，政法机关要加强打击力度，大胆曝光、严厉查处偷、逃、抗、骗税等违纪违法的人和事，为财税工作营造舆论氛围、保驾护航。广大纳税户要牢固树立饮水思源、致富不忘国家的思想和诚信纳税意识，依法履行义务，自觉回报社会，树立良好形象。

（三）要严格督导考核。县地方税收保障办公室和县委县政府督察室要充分发挥职能作用，跟踪督办重点乡镇、重点税源和影响收入全局的问题。财税部门要建立健全局长负总责、副局长包分局包乡镇、科室包片包重点企业的检查督办机制，深入一线督收。县委、县政府将进行严格的考核奖惩，对不能按月完成财税目标任务的单位，给予通报批评；对连续两个季度没有完成任务的单位，给予黄牌警告；对年底没有完成任务的单位，实行一票否决，扣减相应经费，坚决给予问责。

刚才专门看了大市聚职中和新昌职技校，教体局就面上的情况进行了全面汇报，三位校长就如何做好职业教育工作作了很好的发言，相关部门也提出了一些意见建议，丁县长就如何发展职业教育提出了要求。对于如何抓好职业教育发展，我简单再谈三点想法。

一、高度重视职业教育

从新昌来看，职业教育有优势，也有压力。优势表现在两个方面：一是办学有特色。新昌三所职中，无论是课程设置，还是办学理念，都非常有特色，与新昌产业结构和经济发展紧密相关。二是教学有质量。虽然三所职校硬件条件不同，区位条件不同，但是整体的教学质量都不错。职技校是国家级重点职中，而且在国家、省级竞赛中多次获得较好名次；大市聚职中是一所农村职中，也被评为国家级职中，还被评为全国德育教育的先进集体；拔茅职中，尽管硬件条件有所不足，但是围绕自身特色，在 1 轴承专业等方面打出了自身品牌，所以三所学校整体的教学质量都很高，得到了社会各界的肯定，也为新昌争了光，在这里我要感谢三位校长，三所学校。

但是，新昌职业教育的发展也有自身的压力。一是规模不够大。新昌产业基础相对比较好，对高技术人才的需求比较大，但新昌区位优势不够明显，人才引进难度较大，因此需要大力发展职业教育，缓解规模与需求之间的矛盾。今年职业教育招生总共1400多人，与社会需求的差距还比较大。二是层次不够高。新昌还没有大专院校，同时三所职业学校无论硬件，还是师资力量，距离高层次职业教育的要求还有不小差距。

针对这样的现状，我们要充分认识职业教育的重要性和必要性，尤其是对新昌来讲，发展职业教育更为重要。

1、发展职业教育是解决人才结构性供求矛盾的需要。现在是两难，一方面是企业急需的技能型人才紧缺，另一方面大量高校毕业生就业难，大力发展职业教育，有利于解决这两者之间的矛盾。针对这个两难问题，国家也空前重视，前所未有地加大了对职业教育的扶持力度，真正把发展职业教育作为一项很重要的工作来抓。对新昌来讲，同样需要进一步加深对职业教育的认识。

2、发展职业教育是提升区域竞争力的需要。当前处于转型升级的关键时期，而加快转型升级一个很重要的因素是人，尤其是高素质技能人才，三年五年之后，区域的竞争会聚焦到高素质 2 技能人才的竞争上。随着中西部地区的崛起，人才会加快向中西部集聚，东部人才引进的压力会日益凸显，尤其是从新昌实际来看，吸纳人才的能力较弱，而且新昌的产业层次相对又比较高，在这样的背景下，提升区域竞争力，发展职业教育的重要性不言而喻。

3、发展职业教育是推动教育均衡发展的需要。基础教育、职业教育必须协调发展。新昌基础教育亮点纷呈，职业教育整体不错，但是从规模与需求来看，还需要更加重视职业教育，推动职业教育发展。这既是长远发展的需要，也是当前的现实所需。

二、把握发展重点

今后几年是建设全面小康社会的关键阶段，也是职业教育在新的起点上更好更快发展的重要时期。我们要抓住机遇，加快职业教育发展，具体来讲，就是围绕一个目标，突出四个重点，即围绕打造职业教育强县这一目标，重点抓好四方面工作。

1、切实提升办学层次。要努力做好两个争取，一个突出。两个争取，一是争取创办职业学院，这有两条路径，一条是创办技师学院，要全力以赴争取，另外一条是可以积极探索高等院校延伸到产业集群，争取高等院校在新昌设立分院，无论是创办也好，延伸也好，对于提升新昌产业层次、提升区域竞争力都具有极大的作用；二是争取升格，今后要进一步争取国字号、省字号的重点基地、重点专业，来提升整体质量。一个突出，就是突出 3 办学特色，要转变办学理念，以就业为导向，以实践为中心，更好地贴近新昌产业，尤其在专业设置上，既要对产业发展有前瞻性，也要结合现有的产业实际，作适当的调整。

2、切实提升办学质量。一方面要加强师资队伍的建设，千方百计拓宽渠道，采取创新灵活的举措，来解决师资问题，提升办学质量；另一方面要结合新昌产业发展实际，加强校企合作，增加学生到企业实训，增强校企联动，实现共赢。

3、切实提升办学规模。从产业发展实际来看，新昌职业教育的规模还偏小。要千方百计促进职业教育规模的增长，尤其是生源方面，要引导学生和家长转变观念，加大择校招生力度，适当放宽招生的计划指标。另外要想方设法“眼睛向外”，成立实训基地，加强与外地职校的合作，也可以直接面向外地进行招生。

4、切实改善办学条件。相对来说，大市聚职中和新昌职技校条件好些，拔茅职中压力相对大些。对于职校办学条件的改善，下阶段要全力以赴予以支持。

三、营造发展环境

职业教育的发展，直接关系和影响到经济社会全局，涉及到各行各业，是一项复杂的系统工程。要切实加强领导，统筹协调，努力为职业教育的跨越式发展提供优良环境。

1、强扶持。对职业教育要加大扶持力度，一是经费问题，可以考虑设立职业教育专项发展经费，关于额度问题，教体局和 4 财政局进行商量，拿出一个方案；二是师资问题，可以考虑采取一些柔性的招聘，根据职业学校的特点创新招聘方式，具体由教体局牵头，财政局和人事局参与，拿出一个方案；三是创建问题，包括创建技师学院，包括其他一些创建问题，县里面要全力支持；四是实训基地问题，可以深入进行调研，下一步，教体局牵头，劳动部门等单位参与，抓紧进行调研；五是拔茅职中问题，整体来看，拔茅职中办学条件、场地制约问题比较大，最后何去何从，请丁县长牵头，教体局为主，年底之前拿出一个方案。

2、强合力。在座各部门与职业教育发展紧密相关，要按照部门职责全力支持。教体局要发挥牵头部门、主体部门的作用。人事部门要在编制等方面给予支持。财政部门要在资金上给予扶持。劳动、经贸等部门要在校企合作、体现实效方面有所作为。

第二，集中力量抓支部。努力提高党支部五个一建设的水平，开展基层组织建设年实施意见提出了“五个进一步”提升的实施目标，实现这个目标关键是要建好、建成党支部。从实际情况看，一个好的支部必须要有一个好的带头人、一个好的发展思路、一个好的工作制度、一个好的活动阵地和一个好的保障机制。党的十七大以来我们总结各地加强基层党支部建设的实践，陆续制定和推广了一并三有，四议两公开、三有一化，城落、县落、平落等有效的办法，但是这些好的办法和制度在全国的支部层面落实的还不够，开展基层组织建设年，首先要对这些有效的办法和制度抓落实、全覆盖，使这些有效的办法和制度起作用、见实效。各级党委和组织部门要对照“五个一”的要求，对所有的下属支部进行摸底分析，分类晋级有针对性的提出改进和提高措施，组织开展对标晋位，晋位争先。建设一个好支部，最重要的是要有一个好书记，有了吴仁宝华西村才能成为中国社会主义新农村不倒的红旗。基层组织建设年要突出基层党组织带头人队伍的建设，要采取培训、调整、选派的办法选优训强党支部书记，农村、社区、非公企业党支部没有合适人选的，可以从党政机关、国有企事业单位选派。要注意培养选拔优秀大学生村官担任村党支部书记。要着力抓好后劲支部的整顿，对矛盾突出、工作薄弱的村要下派得力党员干部，担任第一书记帮助改变落后面貌。

第三，解难题、办实事为基层组织解决几个突出问题。基层组织建设年要取得实效受大家欢迎，必须着力解决几个基层组织建设的突出问题，办好几件党员群众期盼的事实，留下一些基层组织建设年之后还能起作用的成果，各地各行业党组织要从实际出发，设定有限目标实行项目推进，什么问题突出就解决什么问题，什么事情紧迫就办什么事情。不要求全求多，只求有效管用。从全国看，要努力做好五件事情：一要创新基层党组织活动的内容和方式，每个支部都要建立一项创先争优的长效制度；二要加大非公有制企业和社会组织党建工作力度，着力解决一些非公有制企业和社会组织没有党组织活动的问题，新建一批党组织；三要改进和创新流动党员教育管理服务机制，从新联系一批因流动失落组织关系的共产党员，保证党员不管流动到哪里，都能够有效纳入组织管理参加党内生活；四要加强在工人农民中发展党员工作，着力解决农村党员队伍青黄不接，非公企业党员严重不足的问题。同时要严把发展党员的入口关，保持党员队伍的先进性和纯洁性；五要加大基础组织建设的人力、物力、财力投入，切实解决一些基层组织缺经费、少场所的问题，保证基础党组织的工作有力量，办事有经费，活动有阵地。
