不必去看具体的调查，单凭生活经验我们也知道，“排队两小时看病两分钟”是当前的普遍现象。尽管限号可以减少医生每天的看病数量，增加医患之间的沟通，但限号实际上延长了病人的等候时间，客观上加深了“看病难”的程度，使得患者对医院益发不满。所以，限号并不可取。

而在笔者看来，要想破解“排队两小时看病两分钟”的难题，就是将病人分流到社区医院。要知道，许多前往大医院的病人，所患的不过是些头疼脑热、感冒发烧之类的常见病，这些病，完全可以去社区医院治疗。

按理说，社区医院离家近，又不需要扎堆排队，看病拿药都很方便，本应受到病人的欢迎，但实际情况却远非如此。

前不久，中国青年报社会调查中心通过民意中国网和手机腾讯网联合发起的一项调查（13288人参与）显示，平时看病，41.7%的受访者会选择去大城市大医院（三级），19.5%的受访者选择去县市区级医院（二级），还有27.6%的受访者选择去社区、乡镇等基层医院（一级）。调查中， 68.3%的受访者不信任身边社区医院的水平，62.9%的受访者表示在目前的分级诊疗体系下，不会选择社区医院。

病人之所以不信任社区医生，并非病人有什么偏见，而是因为当前社区医生的水平普遍不高。据业内人士介绍，社区医生虽号称全科医生，其实大多数只是内科医生，也只能看内科病。而且社区医生的学历普遍不高，进修机会和在职培训更是稀缺。大家没有接收新知识技能的途径，医术很难得到提升。因此，要想将病人分流到社区医院，就需要将优秀的全科医生派驻社区医院，以此提高社区医院的诊疗水平，从而赢得病人的信任。

此外，社区医院之所以不受人待见，还与社区医院的开放时间有关。一般的大医院24小时开放，病人随时可以就医，但社区医院则不然。节假日关门就别提了，平时的作息时间也与普通上班族无异，而这，无疑造成了广大市民就医的不便。要想吸引病人，社区医院就得向大医院学习，24小时开放。

最后，要想让病人主动前往社区医院，还可以在费用方面动动脑筋。比如，降低社区医院的医保起付标准，提高社区医院的医保报销比例，让病人在社区医院看病更合算。

事实上，只要社区医院提高治疗水平与服务水准，病人还是愿意选择社区医院的。在这方面，一位老人说得好，“去大医院见医生问诊才不过几分钟，却要花一天的时间浪费在排队上。挂号、看病、取药弄得人精疲力竭。要是社区医院能让人信得过，我们老年人又何苦非要去挤大医院呢？”

总而言之，若能真正令人放心，病人就会首选社区医院，大医院的压力也就会随之减轻，“排队两小时看病两分钟”的难题也就有望得到解决。

我也曾经读过一篇文章，说的是一个男青年，他的爸爸妈妈都是商人，每天都要往外寄东西，邮寄东西的任务就交给了儿子，当然邮寄的费用也要儿子出。有一天，这个青年突发奇想，我为什么不列个单子让爸爸妈妈也知道花了我多少钱呢?于是，他列好单子，把它放到了桌子上。他的母亲看到后什么也没有说就把男孩花的钱还给了他。

第二天，男青年的桌子上也有一张单子，上面写着：“十年来养育你0元;十年来供你上学0元;每天接送你上学放学0元。”男青年看后，就一下子扑进了母亲的怀里，并把母亲给他的那些钱，还给了她。

那天听课的老师从四面八方云集到这里，整个教室座无虚席。讲课开始了，所讲的内容是《少年闰土》，主讲这节课的是一位姓刘的特级教师。对这位刘老师大家早有所闻，今天一见，果然名不虚传，只见台上的他语惊四座、灵活自如的引导点题，再穿插一些现代化的教学手段，整个课堂严谨而又浑然一体。

接下来是随意提问，被点到的学生一个个聪明伶俐。老师稍一点拨，理想的答案便脱口而出。听课的老师每个人的脸上都洋溢着满意的微笑，都被刘老师高超的教学艺术所折服。当他又点到一个学生的时候，一个胖胖的男生站了起来，脸红红的却不说话。当时教室里静极了，似乎能听到每个人的呼吸。我们坐在后排的几位听课老师彼此都感受一丝尴尬：一堂优秀的公开课或许因此而略显瑕疵。而刘老师还不让那位学生坐下以结束这个尴尬的场面。时间在一点点地过去，就在我们感觉场面几乎“窒息”的时候，那个学生开口了——原来他是个结巴。

课后谈及此事并说出了我们的担心，刘老师说：“是的，谁也不想让这样的情况出现。课前我和这班的学生谈话时了解了这个学生，知道他是一个结巴。我知道在当时情况下他一定很着急，越是着急越说不出话来，然而恰恰是这样的一个场面，对他是多么重要，如果我当时断然让他坐下，他失去的将是一次在大庭广众面前开口的信心和勇气，比起我的公开课，一个生命的成长更为重要，所以那一刻我宁愿为他等待两分钟。”

是啊，等待两分钟，这并不是平常的两分钟，这是对生命尊严最真挚的尊重，也是对怯懦心灵最细心的呵护。

听完这节课，我不禁陷入了沉思：以前讲课时，这样的情况时有发生——在问题面前，有些学生迟疑不决，但为了不“耽误”教学时间，等不上他开口就令其坐下，改换他人。学生心里有怎样的感受呢？从未想过，但渐渐地发现这样的学生越来越少举手回答问题了。出于惯例，自己便把这些学生视为差生，很少顾及。不知由于自己的言行已经伤害了多少学生学习的积极性和努力向上的勇气。

过去总追求课堂“完美”，不愿留下“缺憾”，总是让学生沿着自己的思路一步步走进预设的“圈套”，不能有丝毫的“越轨”行为。为了达到预期的教学目标，为了不“浪费”时间，对于提出的问题，学生稍有迟疑，老师便马上“鼎力相助”，让学生牢记答案。一节“完美”的课结束了，自感欣慰。但是，学生真正学会了吗？会学了吗？学生的素养提高了吗？潜能发掘了吗？学生的探究能力培养了吗？

听了这节课，我惭愧至极。深为自己的错误言行而悔恨，而内疚，深为那些曾被冷落、被伤害的学生而致歉。新课程的教学观使我明白了教与学的关系，明白了课堂教学的价值取向——“以学生为中心，以发展为本，把在教师的指导下学生自主学习、自主发展放在教育的第一位。”教师不能代替学生，不应该冷漠那些迟开的花、迟飞的雁，而应以饱满的热情关注每一位学生的健康发展。
